LCCA is an association of companies with common interests. LCCA is also a member of other "associations of associations" such as ICIC, MARBA, CISCO, CCSC, etc, etc, etc. Quite often we find that our best chance to make an impact is through our membership and participation in these larger groups.
The AHEAD coalition which has successfully battled the scaffold act the last couple of years is a great example of what we can do when we are all on the same page. Only time will tell, but the initial reaction to the new comp legislation seems to be positive. This is another issue where the AHEAD group was deeply involved. For the first time, the construction industry was given a seat at the table in the game where we are the biggest player.
One of the goals that came out of last year's strategic planning retreat was to try to build alliances and coalitions with other contractor groups with like interests. Last year we held a joint meeting with the Tri-County Contractors Association. We recently held a dinner meeting with the Fox Valley General Contractors. Through our participation in the "associations of associations" listed above, we continue to build and strengthen relationships with other groups.
I believe that our best chance for meaningful results in the areas of government affairs and labor negotiations is through stronger relationships with our peers in other contractor groups. There truly is strength in numbers and we need to work harder to take advantage of this strength.

Conference Committee Announces Program
-
LCCA Conference Committee Chair Mike Ryan, H.H. Holmes Testing, has announced the theme for next years Conference is "A More Effective ME." In a departure from past Mini-Workshops, the Conference will feature a full schedule of seminars. This year’s meeting will concentrate on making you more effective.
Burnout is one of the main reasons we fail as managers. Managing stress and time is the key to survival – both professionally and personally. Wayne Pratt, Oasis Business Group, will facilitate programs on both issues.
Wayne has over 20 years experience in the construction industry, leaving PCI Energy in 2002 to devote full time to developing others. Armed with an MBA from the Keller Graduate School of Business and a facilitator’s style, he now teaches at several universities and consults with both large and small companies.
For the past three years, Wayne has taught LCCA’s Supervisor Training Program in January and February. He continues to get high marks for effectiveness from the students.

Winter Workshop Heading to Africa

The LCCA Winter Workshop Committee has selected Africa for the 2006 adventure. The (almost) all-inclusive trip will take you to Tanzania and Kenya in east Africa. The 14 day trip will get you "up close and personal" with some of the world’s most impressive wildlife. The trip will take you to the Serengeti, Lake Victoria, a coffee plantation, Tarangire National park, ending in the Maasai Mara Game reserve. Staying in lodges and game camps along the way will get you closer to the game and nature – but have all the creature comforts.
All accommodations are first class and almost all expenses are included (including food) in the package. You must, however, be able to pack light.
The tour will conclude with two days in Amsterdam to recoup before the flight back to winter (Chicago). Tentatively, the Workshop departs on Friday, March 3 and returns to Chicago March 16. Final details are being worked out and reservation forms will be available this month. Due to the size of the game camps you will visit, only a limited number of reservations will be accepted. LCCA Looking For Additional Staff

The LCCA Board of Directors approved the addition of a Director of Membership Services to the LCCA staff. This person will direct all membership activities and meetings. A search has begun and several candidates have submitted resumes. We hope to have the position filled by the end of July. Top

Cubs Lose – LCCA Wins
-
The Summer Outing to Miller Park for the Cubs vs. Brewers was a hit for everybody who attended. The entire block of 180 tickets was sold and three buses were needed to transport the Cubs/Brewers fans to Milwaukee. Our seats were on the Club Level, just below the Skyboxes. We had the advantage of a very cool (air conditioned) public area that was very handy on a day when temperatures reached 90. And did I mention the dessert carts that were everywhere, outstanding food and a large bar area (with TV’s) for those needing a break?
Unfortunately, or fortunately depending on your view, the Cubs lost a close game. But it was very competitive holding everybody’s attention until the last Cubs out!

Directory Postponed

The LCCA Board of Directors have decided to postpone the printing of a new Membership Directory until December of this year. Due to our process, the directory was getting later each year as we waited to get final membership information. As a result, the directory was not available at the beginning of the construction season. A simplified membership listing will be sent to all members in July.
We would like to remind you that the Directory on the LCCA website is updated weekly. This is a great source for members. Go to www.lcca-il.org. Top

Illinois To Use Photo Radar

Beginning in July, the State of Illinois will use speed cameras in designated "work zones" on major interstates. Anyone caught by the devices will be mailed a $375 ticket for a first offense, but a second ticket will cost $1,000 and comes with a 90-day license suspension. Drivers also will receive points against their license that will allow insurance companies to raise insurance rates.
The state will begin with two camera vans in 45 mph construction work zones. Photographs of both the driver’s face and license number are taken. A few more of these units and the state will not need to raise taxes to balance the budget! Top

The Truth About Gas Taxes

During the debate on the county referendum to increase the sales tax to fund congestion relief, much was made about the gas tax that consumers already pay to fund roads. As is usually the case, fact is often at odds with rhetoric. In fact, when you compare the Federal, State and County taxes on a gallon of gas in Lake County versus surrounding counties (and Wisconsin), Lake County has the lowest rates around! Here are the facts according to the Citizens to Protect Quality of Life Through Better Transportation:

Some Wins & Some Loses in Springfield

The ledislature has adjourned for the summer and the smoke is just clearing. Below is a summary of legislation that ICIC is actively supporting or opposing. This list represents only the highest priorities and is not an exhaustive list.
L HB 188 (Lang) OPPOSE - HB 188 requires contractors to provide monthly payroll reports to owners of all state construction projects and increases penalties for prevailing wage violations. Passed House and Senate. Awaiting Governor’s signature.
HB 704 – (Holbrook) OPPOSE/Seeking Amendment - Amends the Construction Contract Indemnification for Negligence Act. Attempt to address "additional insured" problems. Held in Rules Committee.
HB 915 – (Hoffman) OPPOSE/Seeking Amendment - Codifies existing Executive Order concerning the use of Project Labor Agreements on state construction projects. ICIC is seeking an amendment to include contractors, or state that PLAs cannot interfere with collective bargaining agreements. Held in Rules Committee
HB 1067 – (Hoffman) SUPPORT - ICIC’s Design-Build bill with separate, additional section outlining a Design/Build process for IDOT and the Toll Highway Authority. Held in Rules Committee.
J HB 1457 (Hannig) NEUTRAL - Establishes reverse auction process for state procurement. ICIC is seeking an exemption for construction. At ICIC’s request, bill was amended to exclude construction. Approved by House; Senate failed to concur on House amendment.
J HB 2137 (Hoffman/Link) SUPPORT - Agreed workers compensation bill. Passed House and Senate. Awaiting Governor’s signature.
HB 2396 (Munson) SUPPORT - Requires all small businesses that are vendors on state projects to be paid within 10 days. Held in Rules Committee.
HB 2436 (Schmitz) SUPPORT - Proposed by MSCA; creates the Fair Pay for Construction Act. CDB is adamantly opposed. ICIC is working with MSCA and CDB to resolve their concerns. Held in Rules Committee.
HB 3533 (Saviano) OPPOSE - Expands prevailing wage requirements to "workers at a facility dedicated exclusively, or nearly so, to performance of the contract or project and located in such proximity to the actual construction location that it would be reasonable to include them." Held in Rules Committee

HB 3535 (Saviano) OPPOSE - Provides that the transportation of aggregate materials to or from the job site shall be deemed to be employment on public works. Eliminates a provision that the processing of non-aggregate materials shall not be deemed to be employment on public works. Held in Rules Committee.
HB 3536 (Saviano) OPPOSE - Provides that workers who are paid a set amount for truck expense and take-home wage and who are deemed to be employed on the public works project are entitled to the proper prevailing wage for the equipment being operated. Held in Rules Committee.
J HB 3779 (Churchill) NEUTRAL - General Contractor Licensing bill. Amended to exclude commercial contractors. Held in Rules Committee.
L SB 170 (Link) SUPPORT - Collectively bargained workers compensation. Held in Rules Committee.
J SB 518 (Harmon) SUPPORT - ICIC’s Construction Management Bill. Passed Senate and House. Awaiting Governor’s signature.
SB 661 (Haine) SUPPORT - Proposed by Capital Development Board; eliminates multiple prime requirement for construction projects under $750,000. Original language deleted when bill was amended to incorporate the FY ’06 State Budget.
SB 766 (Link) SUPPORT - ICIC’s Design/Build bill. Passed by Senate 51-2-1 vote; awaiting committee hearing in House.
J SB 1453 (Schoenberg) NEUTRAL - Establishes reverse auction process for state procurement. ICIC is seeking an exemption for construction. At ICIC’s request, bill was amended to exclude construction. Passed Senate; Held in House Rules committee.
SB 2084 (Ronen) NEUTRAL - Proposed by Capital Development Board; provides that in the case where a contractor defaults, surety and CDB must jointly select new contractor within 15 days. Passed by Senate 57-1-0 vote; held in House Rules Committee. Top
