John Lennon said "So this is Christmas, and what have you done? Another year over and a new one just begun."  That song and those words play over and over in my head.  So it is the Christmas season again.  Yes, indeed, I said Christmas.  OK, so I am not politically correct by saying "Holiday" Season.  This season has attracted so much controversy and, of course, has also been used to manipulate us into emptying out our wallets so the latest and greatest could be placed under the tree.  I must admit, I am guilty of this.  But it is also a time for spiritual awakenings.  A time when we thank GOD in our own way for all the blessings in our lives.  A time to show appreciation to friends and family or perhaps give to those who are less fortunate.  I mean, this should be a time of year when we are a little kinder, a bit more patient and perhaps more tolerant towards one another.  It should not matter what religion we practice or who we are.  At the end of the day, we are all human with the same basic needs. 

Saying that, I offer you a challenge.  There is an organization that I would like all of us to be a part of.  It is called the Random Act of Kindness Foundation.  There is no fee, no application to fill out - just practice Random Acts of Kindness. Such as when you spontaneously give a stranger the bouquet of red carnations you had meant to take home to your own dinner table, or when you anonymously put coins in someone else's parking meter because you see the red "EXPIRED" medallion.  So, pick a day, a week, a month, or even a season and see what you can do.  Some suggestions might be as simple as giving another driver your parking spot or helping someone put groceries into the car.  You could offer to help your neighbor do some yard work.  How about telling your employees or boss that they are doing a great job.  Not only will those around you feel the good will and kindness, you will benefit as well.

I came across these words that I found fitting to close this year. 

May you always find:
 Enough success to keep you eager,
 Enough failure to keep you humble,
 Enough joy to share with others,
 Enough trials to keep you strong,
 Enough hope to keep you happy,
 Enough faith to banish depression,
 Enough friends to give you comfort,
 Enough determination to make each day a better day than yesterday.

Newsletter Going Email - After the first of the year, most of you will be receiving an electronic version of the newsletter rather than the printed one you are receiving now. We are doing this for several reasons including to save trees and money. You will not miss anything that is enclosed with the Newsbrief currently. If it is something, like a Legislative Directory, that would have been enclosed with the Newsbrief, it will be mailed separately.

We have already begun the transition which will continue next year. We will still publish a newsletter for those who want it on paper. It will be a little simpler but will contain all the information.

Holidays - The LCCA Office will be closed on Monday, December 25, and Monday, January 1, in celebration of the holidays. Most unions will be working at straight time on Saturday, December 24, and Saturday, December 31. Check your own labor agreements to be sure.

Directory Advertising - Thanks to an overwhelming response, advertising for the Annual Directory tabs sold out very quickly. To accommodate the many members who missed out on the tabs but still want to be in the directory, we have created another advertising option. Inside pages that will precede the tabs are now available for purchase. The advertising rates for the 8 1/2" x 5" inside pages will be:

And since the production schedule for these pages is shorter, the deadline for ordering your ad will be December 15. The deadline for artwork (camera ready or digital) is Friday, December 29, 2006.

The LCCA Directory is distributed to members, engineers, architects, building commissioners, developers and many others looking for construction supplies and services. To make sure you get in, contact the LCCA Office ASAP.

Dues Increase - Invoices for 2007 dues have been mailed and we look forward to everybody continuing their support of the industry and association. Unfortunately, we found it necessary to raise dues slightly this year. The $50 across the board increase is necessary due to shortfalls in industry fund contributions. While the Board and Finance Committee have jumped through hoops to keep expenses in line, inflation and the cost of doing business caught up.

Membership Committee Gets Early Start - 2007 Membership Committee Chair, Rick Grabowski, Pickus Construction & Equipment, is already starting to make waves and you could be the winner. Every year the Membership Committee has a contest with prizes for the winning team. Now you can get in on the fun and have a chance to win some great prizes. Here are the details.

Between now and September 1, 2007, every new member you sponsor will earn you one chance to win a $500 prize. At the September Membership Meeting, a drawing will be held for the prizes. Congratulations to Ken Coslet who won the contest this year.

To sponsor a new member you must be a current member in good standing. Remember, to be in the drawing, your name and company must be listed as the sponsor. The more new members you get, the better your chance for the big prize. Call Heidi at the LCCA Office if you need membership applications or additional information.

LCCA Committees - Get Involved - President Micky Day has appointed the following dedicated members to head up LCCA committees in 2006. A short description of what each committee does is also included. If you are interested in joining any of these committees, just notify the LCCA Office.

Education - Tim Staples, Camosy, Inc. - The Education Committee is active in member employee development, providing seminars and training courses for supervisory personnel. They also work with Apprentice programs and schools to ensure a future supply of quality employees.

Finance - Lyle Ehlers, Boller Construction - The Finance committee is responsible for keeping the association financially healthy. They oversee budgets and advise on investments.

Government Relations - Steve Dalbec, Jos. J. Henderson & Son - Government Relations looks at all things political. From Truth in Employment in Springfield, to County Board makeup locally, all politically controlled issues are their focus.

Labor Policy - Micky Day, DK Contractors - Our Labor Policy Committee looks after all labor relations issues – negotiations, grievances, benefit funds and much more. They also meet with local union officials to improve communications and seek solutions to problems.

Membership - Rick Grabowski, Pickus Construction & Equipment - The Membership Committee is charged with building and retaining membership in the association.

Program & Entertainment - Mike Ryan, H.H. Holmes Testing Laboratories -  This committee is responsible for all LCCA meetings - Membership Meetings, Golf Outing, etc. They select speakers, locations and other arrangements.

Safety - Fred Rodheim, Abbott Laboratories - The Safety Committee reviews current safety issues and arranges for safety training and other products to assist members in meeting their safety goals.

Winter Workshop - Allan Pickus, Pickus Construction & Equip. -  LCCA offers a 10-14 day Winter Workshop to a sight-seeing destination. This committee handles all arrangements for the trip.

 Lake County Happenings
 
The Voters Speak - The 2007 General Election was anything but boring. Usually in a non-presidential election year 25-30% of the voters actually show up. This year voters showed up in mass - in some precincts 50%, 60% and even more! What were they saying? A general dissatisfaction with Congress and the war in Iraq was apparent with both houses now firmly in the control of Democrats.
In Illinois, Senate Democrats gained enough seats to give them a "veto-proof" 37 to 22 majority - meaning they can guarantee passage of anything (if the party holds together) and override a veto by the Governor if necessary. Only 30 votes are needed to pass a regular bill and 36 to approve a "Bonding" bill and they will have no trouble with either. Contributing to the majority is Sen. Geo-Karis's seat that moved to the Democrat side of the aisle now occupied by Michael Bond. In fact, this was the only Lake County seat to change party.

On the House side, the Democrats now hold a 65 to 53 advantage and can pass any regular bill but will need help from across the aisle to pass a "Bonding Bill" which will require 71 votes.

The makeup of the County Board will remain essentially the same but the winners' vote margins were razor thin in many districts.

Permits Survey Coming - Many contractors in Lake County will be receiving an electronic survey within the next month or so. The purpose of the survey is to find out how you feel about the permit processes in Lake County. If you choose to participate in the survey, you will have the opportunity to evaluate both countywide and municipal permit systems. IT IS VERY IMPORTANT FOR YOU TO COMPLETE THE SURVEY. The agencies and municipalities are very interested in how you view their performance and this could lead to other improvements.

The survey is being produced by Lake County Partners as a result of suggestions from the Permits Task Force that Gary Dowty is a member of. And while we encouraged them to seek this information, the municipal and county members of the Task Force are responsible for the survey being done.

We will see the results and this information will help us move underperforming permit issuers to improve their systems.

Conference Committee Program Update - The LCCA Winter Conference to the Ritz-Carlton Resort, Montego Bay, Jamaica - January 11-15 is just a little over a month away and we are getting ready to go. If you still want to go, we may still be able to get you there. We have a "Land Only" package that is still available. "Land Only" is available for just $1,275 per person, single occupancy. If you want air, we can check and may be able to get it at the package cost but that will be on a space available basis.

 Labor News
 
Carpenters Claiming Roofers Work - Auditors for the Carpenters Union are looking at subcontracts with roofing companies who employ Local 11 Roofers and claiming they are owed benefits since "shingling" is included in the Commercial Carpenters Agreement. We have contacted the Roofers and their attorneys are looking into the matter.

Both unions traditionally claim the work and the Carpenter auditors are relying on the Subcontractor provision in the Carpenters contract to claim the work and benefits. This same situation can occur in many labor contracts with overlapping jurisdiction. We will continue to seek a resolution to this problem. Until then, be very careful how you handle roofing subcontracts. Call Gary for more information.

Small Pavers Organizing Campaign - MARBA has been advised by the Operating Engineers Local 150 that the picketing of small pavers has ended. If you continue to have a problem with this issue, please contact the LCCA Office.

Material Testers Laborers Rates Set - The Laborers District Council has announced the Material Testers rates that were not included in the agreement when published. Effective January 1, 2007, rates will be:

Material Testing Laborer 1 $21.55/hr.
Material Testing Laborer 2 $26.55/hr.

Tech Campus Open House Draws Future Employees - The Annual Open House at the Lake County High School Technology Campus was last month and freshman and sophomore students from area high schools converged to get information about the programs offered and decide whether they might be interested in attending.

Helping them make that decision this year were Dave Grum, Jos. J. Henderson & Son, and Tim Staples, Camosy, who, along with Heidi Diederich and the Building Trades instructors, counseled students and parents on what they might expect.

To add a little fun to the process, Burris Equipment once again donated a lift for the day which current students learned to use and they "gave rides" to kids looking at the program. Hands-on works!

 Member Industry Updates
 
Chicago Construction Costs On The Rise - Chicago is 8th costliest on the RSMeans 51 City Report with construction costs right behind Boston and Philadelphia. Currently costs here are 13.3% above the national average. And when costs are compared with a year ago, Chicago shows a huge 8.4% increase between this year and last. By comparison, New York, which tops the list of most expensive cities to build in, only shows a 6.1% increase in costs from a year ago.

Looking at our neighbors, construction costs in Milwaukee are running 2.3% above the national average and St. Louis is 3.9% above the national average.

Debarred Contractors - It is illegal to employ a debarred contractor on a public construction project. But how do you know who is debarred and who is not? The Illinois Department of Labor has a website that you can go to get information on contractors who have been debarred due to violations of the Prevailing Wage Law. It is: www.state.il.us/agency/idol/listings/debar.htm. This information changes as new cases are decided. Right now there are only 6 contractors on the list including:
